OAC SSL certs for vanity URL be handled by the OCI Certificates service

Having to manually (console or scripted) upload certificates for each OAC instance in a tenancy is time consuming and potentially error prone.

I suggest we get to use the OCI certificates services instead, to centrally manage the OAC certs just like load balancers.

I second this request: using the OCI certificates service it's the natural way one thinks to handle certificates for resources in OCI.
