Uploading template default settings

Hi,

In BIP reports when we upload a report template it has 4 fields all are mandatory. My suggest is that when user uploads a template the file name should be default as layout name and if user wants to change he/she can change. Other two are Type and Locale so if it can take from instance as default or last selection from cookies as each time need to enter for each report while both fields are mandatory and are same. A screen shot is attached.
