BI Publisher 12c BI Publisher security configuration

Hi Team,
I have done the upgradation from obiee 11g to OBIEE 12c and as part of it BI publisher got upgraded.
We are using BI Publisher security in 11g but after the upgrdation i can see FMW security, can someone please advise how to get my users and roles back.
when i have enabled local super in 12c, i cannot logon to the bi publisher. it will not show any error but it is logging in.
can you please suggest.
