Unable to edit report

I am using the BI Reporting tool built in to the Learn application.  I'm attempting to recreate and improve upon a past employee's reports, and I'm trying to edit them so I can see how they work.  However, I'm unable to edit some of the reports.

This is a screenshot of the page I'm looking at.  (This is in my company's learn.taleo.net site, not BI Publisher, but as far as I can tell, the reports work the same way.)  Notice the "edit report" button appears in the dropdown menu.  This brings me to a screen where I can see all the joins and other internal parts of the report.  However, this button is not appearing for some reports.  I'm logged in to a global administrator account that should have permission to edit all reports.

I would like to know:

• How I can edit this report, or
• Another way to reverse-engineer the report to duplicate the results

EDIT:  Another thing that could help me would be, if someone can tell me how the LMS organizes its data.  For example, when I attempt to build a report I'm given a lot of options as to what data views to use to build the report, and what attributes of those data fields I can use to make my joins.  Nobody at my organization can tell me how this data is structured, so I can only assume they are Oracle's design and not ours.  So, if anybody in the community can illuminate this for me I would appreciate it.
