OBIEE 11.1.1.9 - Using 'Create Layouts' results in a blank page

Hi All, I'm working in OBIEE 11.1.1.9.  I'm attempting to create an embedded BIP report on a dashboard page for the purpose of exporting mid to large sets of data per a client requirement.

I'm using an existing report and dashboard page. I navigate to Edit Dashboard>Tools>Print & Export Options>Create Layouts.

The result is a blank blue page with 'Untitled' in the top left corner. I'm expecting the report to be opened as a BIP report (with an automatically generated data model) and to allow me to alter the layout.

I suspect privileges may play a role. Per a blog, I checked that 'Access SOAP' and 'Impersonate as System User' have been given to the BI Consumer and BI System Role.

This is the first time I've used this functionality so it's very possible I may have missed a step in the process. Any help is appreciated.
