GL Account changes not being captured in BI Apps 7.9.6.4 incremental load

I ran into an issue at a client where they were changing GL Accounts in EBS on a daily basis. We were running an Informatica incremental load, and the changes were not being captured in the dimension. Any idea if this is a known issue or bug in BI Apps 7.9.6.4? I have done research with several different word phrasing and can't find anything. As a workaround we started doing a full load daily and this is now causing issues.
Also, any idea if this is an issue in the newer ODI version?
