We are in the process of migrating OBIEE 11G to 12C.
So would like to know if weblogic version 12.1.3 is compatible with OBIEE 12C.
Currently we only use wls 12.1.3 in 12c in our organization.

I wouldn't try mixing things like that.
OBIEE is 12.2.x, and use Weblogic 12.2.x. The certification matrix doesn't tell anything (as far as I remember) about a possible compatibility with a lower version, but I would say it's a "no". Even if it works you will have no support at all as it's not certified.
OBIEE come with it's own weblogic as it's strictly related to the FMW version, so you probably have to stay with the corresponding version of weblogic coming with your chosen version of OBIEE.

I scheduled the report in OTBI and the agent was run successfully. However, I do not receive the report after the run in my inbox. The addresses are properly recorded, and the report is in an excel format and saved as a pivot table in otbi. What can be the cause?
