How to display Dimensions where Measure is greater than a 'Value' ?

Dear Experts,

Here is a situation I am facing in OBIEE.

Country is a Dim and Count is the Measure.

Current Status is "Before"

Before
Country	Count
China	4
USA	3
Belgium	1
After
Country	Count
China	4
USA	3

Desired result is After

In essence, I need the dimensions to show up only when the Count is greater than 1

And adding a filter on the measure? That's what a filter does in the end ...
