Connection Pool setting in BI Admin tool (Rpd Config)
Can this be done through a web url/client or do I need to have BI Admin tool installed on my desktop?

A bit vague as question ...
For sure the Admin Tool is the official way of doing things.
There can be other ways depending on what exactly you want to do (by command line there are some ways) and last but not least could also use a NQS call but ... I would avoid that one except if you want to test your backup/restore process

I just want to increase the connection pool from default for all high data usage sources .. Is this something I can do from weburl like from analytics
http://biserver:port/analytics
Or I need to have the Admin tool installed on my desktop?

There isn't any web-based tool for that.
Admin tool is the official supported way to do that, so yes: install it locally and do the changes.
