error starting setup_bi_platform

Version 12.2.1.2.0 win7
When I start the setup_bi_platform, It told me that the files fail to be moved to the desire place. The problems is that it lacks the jar files which is needed to install this software

Windows desktop operating systems are not what you use to run whole cluster of servers on!
The words "server" and "desktop" do actually have a meaning in IT; we're not using them just for fun.
