The queue for the thread pool AsyncLogon is at its maximum capacity

Hi all,
I've found again in object error in my EM - OBIEE 11 installation.
We've already changed parameters as stated in various forum:
<ThreadPoolDefaults>
<AsyncLogon>
<MaxQueue>200</MaxQueue>
</AsyncLogon>
</ThreadPoolDefaults>
Now we reached error for 200 jobs:
"The queue for the thread pool AsyncLogon is at its maximum capacity of 200 jobs"
I would like to know something about the theory behind this modification.
What does it happens on weblogic side on those cases? Users cannot login anymore...why?
What does the <MaxQueue> parameter do?
Kind regards,
Marco
