Presentation service aka obips1 not starting [OBIEE 12c]

On starting OBI 12c from bitools/bin/start.cmd in windows 10 giving error:

Error found in logs inside domain_home/servers/obips1/logs/obips1.out

errCode:28000 errSQLStateBuf:HY000 errMsg:[Oracle DataDirect][ODBC Oracle Wire Protocol driver][Oracle]ORA-28000: the account is locked

errCode:0 errSQLStateBuf:08003 errMsg:[Microsoft][ODBC Driver Manager] Connection not open

errCode:28000 errSQLStateBuf:HY000 errMsg:[Oracle DataDirect][ODBC Oracle Wire Protocol driver][Oracle]ORA-28000: the account is locked

errCode:0 errSQLStateBuf:08003 errMsg:[Microsoft][ODBC Driver Manager] Connection not open

Windows 10 is not a supported OS for OBIEE 12c. If this is for practice, download the Sampleapp VM.

It's nice to see that the traffic to that post continues unabated even though we keep saying that desktop OSs aren't supported minimum twice per week.
