I need to check when the license expire of our OBIEE12c ( 12.2.1.3.0 on windows), but don't know how to.

What Joel said is the easiest option.
A license doesn't expire, it's the support contract you have which expire if you stop paying it. If you have the support identifier linked with your MOS account you can click on it and, if allowed by the managed of the support identifier, you see the expire date.

Nope, because you never enter serial / activation code / license file when installing and using Oracle products. It's your role as customer to keep track of what you use and how and make sure you have all the required licenses. Oracle could ask for an audit and you will be in big troubles if you abused the licenses you have.
