We develop custom BI analytics in OBIEE 11.1.1.7 and we want to migrate to our new OBIEE 11.1.1.9 environment. Is there any migration utlitle in OBIEE 11.1.1.9 cause we try to open old OBIEE 11.1.1.7 reports we didn't got any success.

More in general the way you write it sounds like if it's something you will do many times? If you really have a dev system in 11.1.1.7 and when done you must deploy to your official system (prod) being 11.1.1.9 I highly suggest you quickly update your dev system to the same version.
The XML of catalog objects changes between versions, so you will always have surprises if it's something you will do often.
If it's just a one shot to migrate to a new environment then it's the mandatory way: upgrade your objects to match the new version of the XML.
