Hi,

I have two instances of OBIEE 12c (12.2.1.4) in two different hosts:

• currently running OBIEE instance -> Old Production
• an empty and newly installed OBIEE instance -> New Production (with better hardware)

What is the best way to move/migrate whole BI system (dashboards, security, RPD etc) from Old Production to New Production, so both are identical?

If I refer to below Oracle Documentation:

"For information about migrating to a new environment, see Oracle Fusion Middleware Migration Guide for Oracle Business Intelligence."

It will then refer me to a documentation to migrate 11g to 12c.

Does it mean we can use BI Migration Tool between 12c version?

Shortest possible answer: BAR files. You always use BAR files for that.
