For me, I can cancel or X out and the votes still counts. However I agree it should be cleaner -- we want votes and comments should be optional.

The pop-up comment box is optional.
The votes will still be added to the tally, but you just need to click "Cancel" or the 'X' in the top right of the box to exit out.
You'll be prompted with the red text message "You must provide a use case" if you click "Post Comment" without typing anything in the text box.
