Hi Sandesh,
Just to get a more clear picture, could you add the following details?
1. What is your OBIEE version?
2. Was the environment working fine before you faced the issue?
3. Was there any changes made to the environment?
4. Are you using the 'Default Authenticator' for security?
Also in future please check in EM if all the components are up after a restart.

How did you get the users now, what did you do different this time?
Nevertheless it looks like your System User is not present, may be because you deleted ldap folder within <DOMAIN HOME>/servers/AdminServer/data, which would have recreated upon next startup but it can cause issues like users/groups disappearing from console.
>> First either Activate the changes or Undo all Changes under "Change Center" based on whether a change has been performed in your environment security config or not.
>> Now you need to create a new user with name BISystemUser and set a password for same and assign Administrator Group to this user, make sure this is the user which is mentioned under Weblogic Domain > right click on bifoundation_domain > Security > Credentials > oracle.bi.system > system.user > Edit, set the same password in EM.
>> You also need to verify if BIAdministrators, BIAuthors and BIConsumers Group exists under Weblogic Console> security realms > myreams > user and group> Groups , if they do not exist then create the same
>> Check whether BISystemUser is part of BISystem Role if not then assign this user to mentioned role
>> Restart OBIEE Stack
If you are still not able to figure out then please contact Oracle Support for guidance on same, and close this thread.
