There is no "read-my-mind" coding - it's a simple code ... can you make it work using a direct query?

Not sure what you expect as an answer there. Every language has its limits. If you receive an ORA-01704 and ORA-01795 respectively then you need to rethink the way your query is constructed and how you approach this topic as a whole.
Does it make sense to pass 1000 values via a prompt?
Does this have to be a Direct DB request?
etc etc.

Just to be clear: you have 3 internationally known OBIEE / BI Architects providing you input ... none of us have 'explained it' to your customer -- I'm not convinced you've found the key explanation point that will move your customer into the realm of accepting/embracing/adopting a proper solution to the issue -- find that quickly!
Customer has the right and responsibility to specify WHAT, never HOW ... else why are you there?
