Sorry my question wasn't that clear , i just want the last data when i Execute my dashboard ( when i open it ) , i dont want it to refresh autmatically while open .

Good news: that's just the normal behaviour ....
As long as you don't have a filter in your analysis keeping the analysis to an older period (so worth looking for repository variables with scheduled refresh) and that your cache is under control (turned off or if on you have a proper logic in place to expire and refresh it once your ETL loaded the new data).
So if you ask I assume you aren't having that "normal" behaviour right now.
Can you look a bit more in detail in your dashboard to see what does the logs say when you open it? Do you see the queries executed against the biserver? Do you see the queries going down to the source? Do you see the queries hitting cache?

In "Administration" > "Manage sessions" you can see the logs (assuming nobody thought it was a smart idea to turn off logging to increase performance (could actually be the case and they did that right after turning on the cache ... that would be for @Christian Berg ).
Or the log files directly on the server.
I think its hitting the DB ( see picture ) , can i enable the cache from this menu also ?
Based on this screenshot you can only say that when you opened the "TDB - préavis" dashboard there were 3 analysis which has been executed ("Nombre de préavis", "Nombre de conteneurs" and "Nombre e préavis par type de transport").
The page like that doesn't really tell you a lot more.
To see if the query has been sent to the physical source or hit the cache instead you need to look into "Visualiser le journal". There inside you will find all the details.

When i try to open "Visualiser le journal" , i find a white page with "Historic not found" , and when i try to modify the "level of journalisation" it gave me an error . or i have the admin account normaly

A "tenant" in that page isn't a "locataire" at all, even if that's the literal translation.
Did you never try to use OBIEE in English? Also because the doc is in English and almost any resource you find around is in English, so at least it would make it easier for you to match things instead of trying to guess what weird translation they thought about ... (I just mean switching the UI in English for your session, not to force all the users etc.)
