Yes, this issue is there since 11g. Until its reset the values wont be cleared. Experienced the same issue not able to find any workarounds.

Yes Robert, Agreed with your point. But i think if you go by this way like "Limit Vaues By" then might be it can reset dynamically but if you use "SQL" option & provide query then that dynamic filter doesnt work.
Is there any way to achieve the same.

I am using 12C but dont know whether same still exist, Is there any ticket open with Oracle support?

As previously stated only by writing your own javascript on the page in question to achieve this.
