We upgraded to Obiee 12c. I don't see data visualizer. How do I enable this feature just for me- the Administrator... Should I buy a licence first?

Of course you need a license, not to make it works, but just because you aren't supposed to use anything you don't have a license for (or Oracle will not appreciate ).
You probably miss the required policies to allow you to see VA (or DV, depending how you like to name it).
Depending on which version you are using there is a known bug which by default will display the DV link for everybody and not just for you (or others with the Admin role).
