I am on AIX and looks runcat.shh don't have plugins foe gui on AIX.
What URL did you enter in the connection screen?
What's the URL you use in your browser to connect to OBIEE from the host on which you have the issue with Catalog Manager?

nothing .. simple install.
Well ... I assume it's worth to triple check the URL (the http:// in front, the saw.dll at the end, nothing before, nothing after and everything else in between).
If OBIEE is installed and working there is no reason for catalog manager to not work as it's mainly does webservices calls to the server (in online mode).
The catalog manager version perfectly match the OBIEE server version, right?
there is a mismatch .,11.1.1.9 (catalog Manager on desktop on problematic desktop) vs 11.1.1.7 (server).
I cannot find the Catalog Manager exe for 11.1.1.7 ? Do you have the link?
Never ever mix versions!
11.1.1.9 is looking for the v10 of the WSDL while your OBIEE server only has 6, 7 or maybe 8 available.
Catalog Manager is installed with the Admintool, the installer is available as link in the OBIEE homepage itself (the installer is stored locally in your OBIEE install, you can also find it there by searching any *.exe file).
Same thing for Admintool when editing the RPD: do not mix versions or you are kind of sure to have issues.

I installed this and this is actually installs 11.1.1.9 though my OBIEE is 11.1.1.7

.exe .. I am not sure where it is .. I searched it before but I don't see any exe .. can you be more specific on where exactly you mean .

Purpose: To have Catalog Manager (GUI) so that Can connect to catalog online/offline.
Option1:
run runcat.sh from catalogmanager dir in AIX box. use DISPLAY and start uing catalog manager.
Issue; AIX has issues with running runcat.sh in gui mode. This is a known issue.
Option 2 now:
to install catalogmanager client on windows desktop and use it.
How to do this:
a) Download biee_install_clientx64 exe from analytic home page.
problem :
This is installing 11.1.1.9 ver catalog and this may be causing problem.
b) From website if download 11.1.1.7 catalog manager exe ..
is it there ? any such download.
Any other option..
