Answers

the amount of data we have cant be exported in excel format.

Why conversion? Open the CSV file with a proper editor. It will LITERALLY contain 0001!

Ok obvious and obligatory question: Why are you using OBIEE as a data pump?

I'm opening with Microsoft excel and its not showing like 001.

Agree with Christian here, you might want to revisit what you are doing here. Anyway, as an ugly workaround I would concatenate the field with an apostrophe at the start and then export to csv, the ' will still be there but not really easy to see.

User wants a report in tabular/excel format.

Ok once more:
Excel is the issue. Excel is converting. Excel is being stupid.
Tell your users to be smarter and choose the less lazy option of double-clicking but in Excel go "Data" -> "From Text" -> Import the CSV -> In the import mask define the columns as TEXT and not STANDARD. Because it's text. "Standard" just will give you the same Excel rubbish.

Regret that I said that. Tried to convince OP and even gave the same suggestion about import from csv but he/she wouldn't accept...

I know and that's even more painful
