Hello,
1. Does it mean that if users are not using VA then there is no license agreement violation?
2. Delete buttons are inactive. I guess we have to use scripts mentioned in DOC ID: 2102444.1 in order to revoke permissions?

ad 1.) I wouldn't rely on that at all. Deactivate it.
ad 2.) Script is the way to go. It's permission sets, not singular permissions like 11g used to employ.
