Is there a way to create a dashboard with thumbnails of another dashboard , when clicked to navigate to selected dashboard.

Yes ...
You take a screenshot, you reduce the size and save the picture. You upload that file on a webserver, in a folder deployed in Weblogic (like the good old "analyticsRes") or in the catalog and you link the picture for your link.
If you are looking for OBIEE doing the thumbnail itself, that's not possible.
Have you thought about creating the thumbnail (image) yourself and then creating an image on your dashboard with a link to the respective dashboard?
