Is there a method available to upload descriptions into the OBIEE repository?

We want to build a way for users to create descriptions that will be available when users are using OBIEE.
These descriptions need to reside in the repository at the right level.
The users want to maintain these descriptions outside of the Admin tool and have a method to upload them into the repository.
Are any methods, APIs, etc available to support this type of approach??
We are currently on Linux OBI 12.2.1.3.
Please advise..

Descriptions as in the actual "Descriptions" field of the objects in the RPD? The ones you see in the tooltip when you hover over a column in Answers?

You can have a look at the "Externalize Strings" utility (in "Tools" > "Utilities").
From the doc:
You can use the Externalize Strings utility to localize the names of Presentation layer subject areas, tables, hierarchies, columns and their descriptions. You can save these text strings to an external file with ANSI, Unicode, and UTF-8 encoding options. You can also choose to save strings to a set of XML files with Unicode encrpytion.
It's supposed to be for translation in various languages, but you can also just use it to have your own descriptions (single language) in a file.

That is correct. There is a feature in OBI to display these users as “bubble help” when hovered over in the web app.

We looked into that and as you say, that was built to support multiple language descriptions.
When we looked into the approach, we were concerned with the amount of overhead during each users login to load these from an external source like an Oracle Table.
If these could be loaded upon system startup (one time for each language) that would be better, however tying it to user session initialization just seems like too much overhead to take on, especially if the user may or may not utilize the description help functionality.
We only support a single language (English) and want them all loaded into the repository, but want to provide a method for non-admin users to do this.
