OBIEE missing action link option

I am using obiee 11.1.1.9 on Windows OS. Till yesterday I was able to add a new action link "Navigate to BI Content" using column property in analysis criteria tab. But "suddenly" obiee is not offering "Navigate to BI Content" action link option anymore. To be more precise obiee is also not displaying "Navigate to a Web Page" action link option. The rest of the options are displayed.

Anybody has an idea what could cause this behaviour? Thx.

    What is your security model?

    Do the links go missing as admin user?

    What browser are you using?

    Have you tested the behaviour is the same for other users / other browsers?

    Yes, links are missing as admin user. I am using IE 11.

    But I think you misunderstood my point. I have this problem in "design mode", while defining action. So instead of obiee giving me this set of options

    Which presentation services permissions does the user have?

    Tried even with weblogic user which has "BI Administrator Role" by default. So the user has the highest privileges that I know of.

    Yes, I have restarted "Business Intelligence -> coreapplication" but no luck. Will try to restart the whole weblogic.

    Also tried to restart the whole stack but result is the same.

    Sorry to bother you all, but it was probably mistake made by one of the developers. He denied "Create Navigate Actions" for "BI Consumer Role" as he was convinced the privileges are evaluated top-down. Meaning if there is a permission granted for "BI Administrator Role" it will override the denied permission for "BI Consumer Role" if particular user has both roles.
