how can import bar file from OBIEE 12c to another without disable agent or without agent ?

You can't.
Agents are part of the catalog, therefore they will be there if you have the catalog in your BAR and you deploy it.
All the agents will always be deployed disabled, that's how it works.
PS: it's a community forum, people are here on their own time, so on a Sunday you can probably wait more than 12 minutes to repost on your own thread asking for help. Or that would be what a paid consulting company is for
