OBIEE 12.2.1.4.0 with wls12.2.1.3.0 on windows server 2012 r2, after done the wls installation , when finish step I can see below configuration wizard is it compulsory to set now or after installation OBIEE also we can set it?

If you don't set the admin account for Weblogic and the port for the admin server Weblogic isn't configured and available, so you can't configure OBIEE on it.
What are the reasons behind the question? Why would you need to configure weblogic later?
If I understand you correctly, In a word, yes you need the configuration as all you've done is install the software. This step configures the BI domain.

Correcting myself after checking some install scripts I have around and based on Joel reply, which is right: when you go through that wizard, OBIEE is already installed, just not configured.
Those questions are asked in the configuration of OBIEE, the step between having a bunch of files on your disk not doing anything and having OBIEE running.
You can run that wizard later, but until your run it you will not have a working OBIEE, just a bunch of files in folders on your disk.

1) After i done the installation wls, I have seen this window appears but I am not sure weather can we configure above weblogic details latter or not ? because here I can see port numbers are different when you compare with the obiee 12c port numbers?
2) I wants to upgrade OBIEE 11.1.1.7.x (biapps 7964)(ports nuumboers to OBIEE 12.2.1.4 , we have to set port numbers in 12c as its when you compare with 11g ?

OBIEE 11g & OBIEE 12c use different ports by default. Why do they have to be the same?
Can you double check that you took the right file and you are doing the right kind of install?
I didn't install OBIEE on Windows for the last 5-6 years, but I'm quite sure the install process is the same on windows as it is on linux globally.
The weblogic install just need to know where the oracle home is going to be, where to install things and that's it, doesn't ask any port or credential. The OBIEE install is the same, all it needs to know is the oracle home.
It's the configuration step which asks for credentials and port range to use. It doesn't ask explicitly for a part as it needs to use 15-16 ports, so it asks for a range. By default the range is 9500 - 9999.
9500 being the weblogic admin, 9502 the managed server etc.

I download wls from the edelivery along with the OBIEE 12c installation complete folder , in this you can see .wls( wrong file), but if you download from weblogic server separately from the edelivery you can see infrastructure ( this is the correct file)
