Scale Markers with Ranges on both X and Y

Want to add scale markers on scatter plots where the markers are in range in OBIEE. The range for X axis is specified, but the the range colors should not start at 0 of Y axis but at a higher value. Attached is an image. Imagine those grey the boxes to be colored ranges.
