Summary and Detail reports from level based hierarchy

Hi, i am trying to create action link to detail report from summary report. summary report has level based hierarchy which is 'Ragged and skipped'. i tried different ways to pass hierarchical value to detail report, but nothing is working. can you please suggest me how can i achieve this. my Level based hierarchy has 27 levels.
