fail to create ODBC Systems Datasource for OBIEE12c

Question

OBIEE 12.2.1.4.0 server and Admin tool are installed on the same Microsoft Windows x64 (64-bit) 2016R2 machine.

Trying to configure a new ODBC Systems Datasource  to resolve the error message in OBIEE 12.2.1.4.0 Admin tool when try to open an RPD   in Online mode ("No ODBC Systems Datasource is defined for Oracle BI Server" ), following these steps:

On the client machine where Admin tool is installed, navigate to "Control Panel\All Control Panel Items\Administrative Tools".
Click on "Data Sources (ODBC)" to open it.
Navigate to the System DSN page, and click on "Add" button.
Select the Oracle BI Server-[ORACLE_HOME] as the driver name.

However, getting the following error:

"The setup routines for the Oracle BI Server ODBC driver could not be loaded due to system error code 1114: A dynamic link library (DLL) initialization routine failed. (OBIEE server <ORACLE HOME>\oracle_common\..\bi\bifoundation\server\bin
qssetup.dll)"

I have already refereed Doc ID 2495989.1 but it does not explain what should be path variable or values of registry

Yes , for 32 bit it doesn't even show the option of oracle BI Server as data source driver

Are you sure that you're creating a 64it ODBC?

I have added Admintool bin path into PATH variable,but still getting same error
