Menu bar disappeared from OBIEE for users

Hello,
For some users, the menu bar disappeared. Have tried deleting browser cache (IE, Chrome and Firefox) but still didn't work.
Any suggestions?

Windows 10, IE ver 11 and OBIEE 11.1.x. Same behaviour in Chrome

1.) Windows 10 is not a supported operating system to begin with. https://dimensionality.ch/2017/05/06/installing-oracle-bi-on-windows-7-8-10/
2.) 11.1.1.x points to dozens of releases and doesn't mean anything.*exact* means *exact* and not "an approximation. Exact is "11.1.1.9.190115"
