Changing the look of the message? Changing the message on screen?

I would say you can't customize that, mainly because it's managed by the system.
The Error code is generated by OBIEE and has a meaning, you aren't supposed to need to edit that at all.
The error message without the details is anyway quite explicit.
The other point worth noting is that if you’ve set up your catalog security properly then you won’t get this error.
The error indicates that the user somehow has access to an area in the catalog that they shouldn’t have access to.

No, you don't need to know since you're not allowed to touch those.
a) When you use the tool properly and do things correctly then you reduce the chance of errors popping up in the first case
b) Think about it for a moment, really think about it: You want to change something that's used for troubleshooting when an error appears and then not find anything anymore when you somebody goes and searches for that error on Oracle Support? That's extremely counterproductive as you won't find anything on MOS anymore.
You have three opinions now saying "Don't do it". I hope that is sufficient to convince you that you shouldn't do it as it is in every respect an extremely poor choice.
You never explained the WHY of your question but trust me: there is no justification for changing this that's valid.

Ok I'm not sure which part of my statement was unclear.
a) WHY? What for? What purpose does this serve? What is the end game? What should be achieved with this?
b) So you completely disregard the point that changing this will make troubleshooting later-on very hard if not close to impossible?
Our Client Requirement is to make more informative for that purpose only
