For reporting on transnational data through OBIEE- Only BI Publisher or direct database access are the ways?
or use of BI Answers and VA is also recommended?

What is transactional data? Just data, not more, not less.
OBIEE doesn't care if you define a DWH table in the RPD or a "transactional data" table. The RPD works as model to let OBIEE know how to generate query, what is the usage of the tables underneath, doesn't matter and OBIEE doesn't care. Tell OBIEE how to connect things together and how you want to use them, and it will keep generating queries accordingly to the info you provided.
DDR aren't for transactional data, they are for wasting lot of money buying a product and not using it more than 10% of what it can do.

It isn't a separate thing, it just bypass fully the models in the RPD and only use a connection pool to have a connection to a database.
I don't know if you can still buy licenses by "component", which would maybe be the only case to check if it is part of "Answers" or explicitly part of something else.
