Functions on RPD

Hi, I need an help to understand the meaning of functions on RPD. When I double click on a Subject Area and I go in the tab 'Functions' there are this two choices:
- ROWNUM_LIMIT_SUPPORTED
- ROWNUM_OFFSET_SUPPORTED
What's the meaning? How they works if flag value?
