Ability to automate 'Reload Data' for Datasets without using Data Flows

Description (Required):
We have several projects created in Oracle Analytics Cloud (OAC) using Oracle Transactional Business Intelligence (OTBI) reports. Most of our projects like 'Headcount', where the number of employees changes on a daily basis due to hires and terminations, require a Data Flow so that the data set gets refreshed on an hourly basis.
But we recently learned that if we utilize data flows for our projects, this prevents manager hierarchy from being applied. Which means that when a manager accesses the project, they only have access to their organization versus the entire company. The ability to setup projects in such capacity exists if we do not use data flows. Does anyone have any ideas or suggestions on how to get data sets refreshed on a regular basis without using data flow or manually clicking on 'Reload Data'?
Our Managers and end users will not have access to 'Reload Data' and the 'Refresh' icon within Projects does not reload the data.
Use Case and Business Need (Required):
We would like role out OAC projects to our Managers but we want to limit the number of employees they see to only their organization instead of the entire company. OAC projects are used to make important decisions around Diversity & Inclusion.
