Description (Required): Need all the filter operators that exist in OAC Classic to appear in DV (<,>, Between, Contains, Does Not Contain, etc)

Use Case and Business Need (Required): This is standard analytics functionality found in other DV tools.

These can be done via a filter expression -- will that work here? You can use more complex logic such as AND (for between) and OR logic.
