Description (Required):

As part of infrastructure as a code we have OAC instances provisioned by Terraform for our Oracle Internal projects, however whenever we require to update the whitelisted_ips for OAC instances that are not in Private Endpoint, the terraform executed is forcing to Terminate and Create again the OAC instance, instead of just updating the CIDR list from whitelisted_ips.

Due to this limitation we can't update our infrastructure using Terraform and only can be updated using OCI Console, hence braking our Terraform code provisioning and forcing to make manual adjustments to our Terraform code and state files.

Use Case and Business Need (Required):

End users need to access to OAC instance from a different Corporate VPN, hence whitelisted_ips needs to be updated accordingly.
