Support custom currency format in DV

Description

If DV could support custom currency format or custom number format, it will be better understand for different users in different regions. For example, in India the currency format is Lakhs INR 1,00,000 and Crores INR 1,00,00,000.

We have this capability in BIP currency format, but if DV can have the same capability that will be much better.

Use Case and Business Need

Different business users in different countries have their own number format requirements, it is kind of long term reading habits.

When using OAC DV in french, we need the "." as thousand separator instead of space

different countries have different standards for Thousand and Decimal separators. Currently we have no way to change the "NLS" settings so they fit our clients' needs. Not only for currencies but all numbers.
