Description
Adding an option that will allow a Locale to be set as the system-wide default. Currently you need to change the locale from the user account's preference which is not logical if you have more than 100 users with the same Locale.

Out of curiosity , what would you expect the mobile app to follow... if a user's phone is Spanish, but you set the global to English what would you expect the mobile app to do ?

Besides, for those of us who use IDCS, the time zone set for each user in IDCS does not get used by OAC. Our only choice is to ask each user to set their own profile on OAC. Plus, we (admins) cannot even do it “for them” since Impersonation is gone. This only adds frustration to OBIEE on prem users migrating to OAC. Use case: Companies that have users in different time zones .

I believe this will indeed add value. Today we, as a global company, still struggle with countries where the language settings do not follow the configuration from the default system.

The global should be available as a general setting and for other languages like Spanish It should not be an issue because the locale option is available on the user level so you can override the global English option.

Why not just to replicate the locale settings in Analytics to be the same in DV?
