Hello,
DO both installs land on the same page after login ? meaning once logged in what is the page that is displayed My Dashboard or HOME ?? etc ??
because looking at the log file seems like its trying to run some report and hence taking time....
Looking at the error code check the following Does user have access to My Folders , access and saving files --as the error code(U9KP7Q94) indicates ??

Check what your catalog type is .. is it OBEIE or BI Publisher filesystem ..

share the settings and observed one thing, when I give the test connections its minutes to establish the connections.

OK.. in that case i suggest you to raise a SR with support. But one thing i can confirm is that the one with slow performance is running a query right after login (from the logs) and this is not happening in the other install...

yes.user has the access to Myfolder.

ok .. from the previous message did you check if the user have access to "My Folder".. you can identify when logged in go to catalog and you should see as below
