Oracle BI Cloud and Administration Tool

Goodmorning everyone,

I have started to use Oracle BI for few weeks and  used Administration tool in order to create my schema and final rpd.

Currently, I am involved in a project with Oracle BI Cloud, and I read different opinions about using or not the stand alone tool called Administration.

I would like to ask you if I have to use Administration in order to create my rpd or I can just use the tool Data Modeler.

I read that Administration offers more functionalities but also that is a best practice use Data Modeler on web.

The tasks I have to do are, for example:

• divided the entire project in subject areas
  
• create different groups and roles
• profile the report creation and visualization based on type of User
  
  

I don't know very well this tool but I would like to understand in which way to head in order to do my work

the main question is: can administration tool be used for the Bi cloud or i can just use Modeler?

May someone help me ?
