I currently have an automated report that sends from JDE Report Writer data via BI publisher on a daily basis. How can I configure the report to not send if there are no new records for that day?

In 11g release (from 11.1.1.6 onward) you can use event triggers. Check these links, maybe this is what you are looking for.
