For OAC there's the PSMCLI with tons of options: https://docs.oracle.com/en/cloud/paas/java-cloud/pscli/analytics-commands.html
IDCS - I guess you can use the basic "can I connect at all" for that: https://docs.oracle.com/en/cloud/paas/java-cloud/pscli/configuring-command-line-interface.html
