Error opening RPD online after EBS SSO integration (OBIEE 11.1.1.9)

Hi,
I'm attempting to integrate EBS at a client in a fresh OBIEE 11.1.1.9 installation and have followed the oracle doc: http://docs.oracle.com/cd/E28280_01/bi.1111/e16364/ebs_actions.htm#BIEIT1327
They currently have 11.1.1.6, which has the same EBS configuration, and it works as expected.
However, with the new 11.1.1.9 installation, once the RPD is deployed with the EBS variable etc we are not able to open the RPD online with the error message:
[nqSError: 13024] Successful completion of init block 'EBS Security Context' is required
I've came across a previous forum post (Error while opening the OBIA 7.9.6.3 RPD in Online mode) and the resolution was to uncheck the 'Required for Authentication' on the init block. In our RPD, that checkbox is NOT checked.
We have tested all the connection pool, taking the details and connecting through SQL Developer and they work. We have tested the SQL statement that the init block is trying to run and that works as well.
We've compared the 11.1.1.6 and 11.1.1.9 RPD (both point to the same EBS environment) and both RPDs match. The instanceconfig.xml from both installations match, as do the authenticaschemas.xml.
The log file just mentions that the init block is required for authentication, it doesn't mention why the RPD is breaking...
Does anyone have any further areas that we could potentially look to identify the problem?

1,Get your lastest RPD that you deployed from your OS(OBIEE Server)
2. Open in offline your RPD
3. Disable the check that you have "Required for authentication"
4. Ensure that you dont use EBS-ICX for another initialization blocks, thats all.
5. Go to your EM, and redeploy your RPD again.
Note:
Remember if you use SSO Integration between OBIEE and EBS, you cant log in RPD with OBIEE Administrator or any another Weblogic Authentication provider,

Thanks for the reply.
The "Required for authentication" checkbox is already DISABLED and no other initialization block uses the EBS-ICX cookie either.
As mentioned above, the current version of OBIEE that the client uses is 11.1.1.6 and they are able to SSO from EBS to OBIEE, they can log into OBIEE directly with the administrator password AND they can log into the RPD online.
With a fresh installation of 11.1.1.9, so far this is impossible to mimic, even with exactly the same setup.

To be honest, I never could login in the RPD online with my OBIEE Admin Credentials after SSO integration between OBIEE 11g and EBS,
I tried but I read the Oracle Note (Doc ID 1604851.1) it said that i cannot, and I just didnt try to do it, check:
1. Uncheck the "Required for authentication" checkbox.
2. Please also ensure that BI and EBS are on the same domain.
Please, if you did any specific configuration, to login in ONLINE RPD after SSO integration, please let me know.

The 'Required for authentication' checkbox is UNCHECKED already.
Both BI And EBS are on the same domain. The network is exactly the same as what is it in Production, which is working with 11.1.1.6 and EBS integration.
The instanceconfig.xml on PreProd and Production is the same.
The authenticationschemas.xml on PreProd and Production is the same.
The RPD init block and variables on PreProd and Production is the same.
The user in the connection pools connection to EBS has exactly the same privileges in both PreProd and Prod.
But for whatever reason, EBS Integration is not working in OBIEE 11.1.1.9 but it is in 11.1.1.6.
