When we DV set as "Use As Filter" and click on Div measures, Filters should add at top level.

When we DV set as "Use As Filter" and click on Div measures, Filters should add at top level.
Currently it is not appearing in the filter. To get out of it, user need to click on empty space which is tricky or undo. It has severe user experience issue.

Currently, it adds a filter to visualizations; it was initially done this way to avoid the visualization from filtering itself (which would happen if the filter is added as a canvas filter).
Our plan to improve Use As Filter is slightly different and based on parameters. Using parameters, authors can fine-tune the Use As Filter experience, including selective impact on other visualizations and the ability to reset selections. It is still being defined.
