Is there a way to put up a universal "banner" when all users log in.

Here is our business case:
We would like the ability to put up a universal message to all users that log into OAC so they know that reports, visualizations, dashboards are all current as of a specific date/time.
We have some data that can be updated as frequently as 2-3 times a day. We would like some facility to communicate that so when a user logs in they immediately know if their data has been updated.
It would be a administrator only function to update this "text" message on the home OAC dialog.
anyone know of a facility to do this with OAC?
Edited: I know that the visualizations are run "live" but the users will want to know when the underlying data was updated last...

@Dawn Watson , You can create a dashboard page and set that page as the starting page for all users.

@Dawn Watson , OAC doesn't have anything like a "universal banner".
As mentioned above you can build a dashboard/workbook where you display that info and that's where all your users are directed after a login. It will add an extra "click" to go back to homepage for users to start doing what they connected for.
Alternatively you can add something in every workbook/dashboard where you need that info to be visible. It can even be automatically populated by getting the text from a dataset or a variable, so you manage it in a single place (or a query find the last load date/time and set the value).
Keeping it short: there isn't a feature as what you ask, you have to build it yourself as a standalone object (dashboard) or adding such a banner into every single dashboard where you need the info to be visible.
