Automate processes required by Oracle after a release update

I am implementing the steps in this document.
One of the steps was to run a process: ESS job to create index definition and perform initial ingest to OSCS
There was this note:
Tip: You need to run this process after every release upgrade and production-to-test process.
How can I automate this process? Can Oracle do this for me? Sometimes I don't know when the release upgrade happens.
