can't login to enterprise manager only

after bi installation I can login on analytics, bi administration but can't login to enterprise manager (em).

  1.) Which version?

  2.) Can you log on to the WLS console and check the status of all deployments?

  3.) What do the log files say?

  BI 11.1.1.7

  all showing active status

  nothing special in log file.

  login in all other services except em
